This is reflected in designer if BP is spawned as enemy team. and I always test them like that. And, no matter designer or campaign, they still need to ramp-up their steam boiler.

I know my English is pretty limited so I recorded this video to explain what I meant.

(first one is current in-game version, second one is my version)

In-game version need Electric Engine power but both railgun and electric engine drink energy too much. Making that 0 power reserve almost all the battle time.

And don't forget Bishop have Laser absorb shield that need even more energy.
